A service upgrade is different from a panel replacement
The panel distributes power to circuits. The service is the supply coming into the property. Replacing a panel does not automatically increase that incoming capacity, and adding circuit space does not by itself establish that more electrical load can be supported.
A project may involve panel work, service equipment, related conductors and grounding or bonding work. Which parts are needed depends on the existing installation and the proposed load.
